If Obama really wants to improve access to health care, why doesn't he negotiate with the countries whose citizens we are treating for free (Mexico). On a national level, we could trade our healthcare services to Mexico for reimbursement by them. Pushing their citizens across the border in order to receive free medical treatment has been going on far too long. Mexico should pay for what is basically their national policy of using our services and not paying for them.
We all have sympathy for the poor people wanting to improve their lives, but our government's rediculous attempt to fence them out is the opposite of what our country should stand for. Stop the fence building and negotiate with or "force" Mexico to pay for their citizens.
This isn't a liberal or conservative political issue, it's a human issue. The way Bush and Obama play this is "politics as usual", which means it will never get fixed. Maybe NAFTA can be used to promote a solution to this delimma. It's not useful for anything else.
